Summary Statement

Professor Short specializes in the economics of health and health care. Much of her research uses longitudinal surveys to study changes in individuals' health, health insurance, health care, and employment over time.

Professional Experience

Professor Short joined the HPA faculty in 1997 and retired in 2015. Over that time, she led the Center for Health Care Policy and Research and served on more than 30 thesis committees of doctoral, masters, and undergraduate honors students. She was a member of the Institute of Medicine committee that issued the 2005 report, “From Cancer Patient to Cancer Survivor: Lost in Transition.” In the late 1990’s, she co-led RAND’s participation in the multi-institution consortium that started The Consumer Assessment of Healthcare Providers and Systems (CAHPS®), a research program supported by the U.S. Agency for Healthcare Research and Quality that develops widely used surveys and tools to advance patient-centered care. She worked in the White House for the Council of Economic Advisers in 1994, as the senior staff economist for health care issues, and served on President Clinton’s task force for health care reform.

Additional Information

Pamela received the 2003 Evan G. and Helen G. Pattishall Outstanding Faculty Research Achievement Award from Penn State’s College of Health and Human Development, and the 1999 Article of the Year Award from the Association for Health Services Research for “Single Women and the Dynamics of Medicaid.”
